Ok question about synastry, we know when someone’s personal planets fall into our relationship/sexual houses (5th, 7th, 8th) that the house person is REALLY going to feel this...more so than the planet person.

Now let’s say only one person’s partnership houses are lit up BUT the other’s 7th and 8th house RULERS are being aspected by the first person’s personal planets.

Can aspects from personal planets of one to the others’s 5th, 7th, 8th house rulers be considered a similar feeling to personal planets falling INTO those houses in synastry?

Example: I have synastry with a guy who has a Cap stellium all falling into my 7th house. I have no planets in Cap so nothing of mine falls into his 7th.

However, the ruler of his 7th is also Capricorn (ruled by Saturn) and my Sun, mercury, Venus, Mars, and Jupiter all aspect his Saturn. Would this give him a similar feeling of if my planets fell into his 7th?

Yes it acts as a substitute it’s stronger if you have the actual symbolism match (Scorpio DSC and moon in Scorpio or sun in Scorpio, as opposed to the ruler Pluto making a ton of aspects to the others chart not in that sign. But it does help a lot and does add to the attraction and appeal and acts as glue
But you ideally need pure symbolism matching,
If someone has a Gemini DSC, and you have 4 planets in your 3rd, that’s a strong symbolism match, even though you don’t put anything in their 7th or touch their ruler.
If you have Taurus rising and Venus is in Aries conjunct mercury in the 3rd house, again strong symbolism match.
You don’t always need to put something in their houses but the energies and symbolism have to match up and then aspecting their rulers helps too.
