If the orb is 0.13 degrees (i.e.. 7mins48secs), you are almost twice as likely to "feel" this semi-sextile than if the orb is 0deg13mins ... because the former is almost twice as close to being exact than the latter.However, as with all aspects, the extent to which it is actually felt depends upon the sensitivity of the chart owner(s). ... So, you can feel it; your partner may feel it but your astrologer/others cannot feel it.
Hence, your question needs to be asked/answered only because mainline astrologers (erroneously) assume that "minor" aspects (such as the semi-sextile) do not exert a "major" influence upon chart owners.*
[*The percentage strength of an aspect (rather than it's nature) is what matters here. ... Think of the trine as being (say) a strongly-scented rose, and the semi-sextile as (say) a 4-times-weaker-scented daffodil. Which perfume would you be most aware of if the daffodil was under your nose and the rose was (say) 2 feet away from you?]
