so i have a little bit of a habit of flings with guys whose mars contact my 8h libra moon, most notably conjunction and trine.
i met this guy a few weeks ago, and his moon is conjunct mine and his aqua mars in my 1h is trine my moon at less than 1 orb so it's pretty tight. my sag mars is retrograde so you know i wasted no time trying to talk to him but he doesn't really seem to feel the same spark that i do. like, he's polite and cordial with me (his venus in libra lol, so polite) but i always have to make the moves first, be it texting or making plans. i'm wondering if this has something to do with the fact that since our moons are conjunct he has mars trine moon in his natal so it's watered down for him? or maybe it's just a mars in aqua thing, not being particularly skilled at initiation (last guy i had this aspect with was also mars in aqua and he rarely ever initiated either but he was still into me, but it helped that my venus is in his 7th lol). doesnt help that he has mercury in scorpio and i can never tell what he's thinking lol. somebody enlighten me?

I'm not an expert but have a string of attracting guys with Mar in Aquarius. I'll be honest there are some aspects of this that I'm just not a fan of. However, my experience has been that they have no problem initiating (anything) when they want it. It can be a very determined energy. I have the sense that these guys know pretty quickly what they want, or who they are attracted to. It's a fun energy for sure. It might be that he doesn't see you in terms of a romantic (sexual) pursuit. That's not bad. My Libra Venus finds Aqua Mars a more self-focused than their descriptions would have you believe.

Honestly I wouldn't make this kind of suggestion just based on a placement or an aspect.
Seeing the whole chart would be the case - your synastry chart.

this is our synastry chart, he's the outer chart and i'm the inner. we've gotten to know each other better since i posted this topic, and i can really feel his sun in my 11th lol, but still not so much our moon/mars contacts (though i definitely am feeling that moon/moon conjunction)

I think Mars in Aquarius makes a person weird. The conjunction is just so aggressive I don't think it's good for the Moon person because the Moon is soft.
