Topic: If someone's planet conjuncts one of your houses

Would you read it as that person's planet being in that house? For example, if my 2nd house is at 20 degrees Virgo. And the other persons Venus is at 17 degrees Virgo. Would I read the description of the person's Venus being in my 2nd house? Even though Venus is in the 1st house?

It's the 2nd house but Venus's leaving it so the energy of the planet (applicably to 2nd house) will be felt as fading or escaping. However, I use a different house system so... I'll tell you one thing: never worry about houses. It’s leaving the 1st house going into the 2nd. So I assume that the description of Venus in the 2nd house would be more suitable.

Houses move faster than planets so whenever we are speaking about the position of a planet regarding the cusp we understand that the power of the planet is growing as it's moving closer to the cusp. And once it's passed it it's getting weaker. Only the aspects made by the planets and asteroids is important? Can you tell me if this is your meaning and if so, is this based on Ptolemy's teachings of astrology? Thanks!
