I think if either person is very empathetic, it's a definite possibility.

Neptune like Jupiter can expand what it's near as well Moon does. Many will disagree though. I think about 9° it will weaken. Unless the person who is most empathetic is effected. As well one of these two may share a powerful chart Neptune. If it's in 12th/1st or it influences much in the natives natal.
