How do you know this for definite?

If you know for definite that the situation has changed?

If it's been 6 or 12 months or longer?

Do you use degrees or something?

Good question. Horary charts, in particular, are usually valid 3-6 months from the time they are cast. After that time is up, a new chart regarding the question should probably be cast.
