With the 12th house representing the unknown, and both of you being in there, in Pisces, I would say he really doesn't know how he feels about you. He maybe hasn't acknowledged it to himself or there are other factors going on that affect him more (he's next to Neptune - maybe he fantasizes about you / is delusional / or maybe he's drinking a lot lately or going through a spiritual rebirthing or crisis.)If you're both in the 12th house it means things still need to come to light before an answer can be given, I think.
