My question is When will I have my own apartment?
 I am Venus in the 8th conjunct the vertex.
The ruler of my 4th house is Saturn in 2nd and it makes a applying aspect to Venus but Saturn is retrograde so I'll reconsider or the place I'll look into will fall through? Or because Saturn is in the 2nd house financial matters will delay the process? Or do I use the 7th house because it's considered a "other place"

I looked at it as a 4th house question because of the way you phrased it. You phrased it not as a "when will I move" question, but a "when will I have this property" which for me is a 4th house question. Yes, I would say that Saturn in the 2nd, Rx as well, would indicate that there will be some problems with finances. The most concerning part is the main aspect - an applying opposition. So, you've got both an applying opposition between main significators, and one of the main significators is Rx. Even though it looks possible, something about this is likely to turn out very wrong for you. Be very wary. It feels like the place you will settle on might turn out to be not worth it in the end. Mercury on the angle - Combust - sticks out like a sore thumb. Mercury is the lord of your 11th of hopes and wishes.... I think someone is going to tell you what you want to hear but you won't know the whole truth about it. IP: Logged |

Besides, I think that you don't have enough money for a new place right now..:
2H ruler Jupiter in applying square to 7H ruler Mars (new place ruler)..and this will make you stay in your current place for more time than you wanted:
