I asked whether he is the one I will be in a relationship this year.

1) I *** edited here *** I am Venus, he is Mars – planets are in conjunction in my 5th and his 11th House. Usually I would say that the answer to my question is YES, however there is this ‘small’ thing – Saturn in 7th!

2) I have read that having Saturn in 1st or in 7th House when asking a horary question make a chart invalid/unable to read. Are there any exceptions or is this general rule?

3) Because of Saturn in 7th chart is not readable BUT is there ANY RULE when to ask the same question again? After a day? After a week? A month?

4) Has Part of Fortune any meaning in horary when it conjuncts your ASC?

I see more or less no... biggest thing is combust moon which tells me that the situation is probably not what it seems... sun is lord of the 5th so I would worry about being led on for whatever reason or just that this is a fantasy in your mind.... that's fun too though.

POF is a yes for some people when it lands in the querents house,. I usually see it as a strong benefic... perhaps you could end up having a fling but not a relationship... do what's best for you - nothing is set in stone.

I noticed combust moon, but I had no idea how to explain it.

But the funny thing is: few hours after I posted this chart, I actually got an opportunity to meet him and to talk with him and I immediately knew that he isn’t even close to that what I expect from my SO; he is actually very nice, polite, but still… I just couldn’t find any connection at all! So your interpretation was spot on – It was just a (funny) fantasy in my mind.

Could you (or someone else), please, share your opinion on this: If horary chart is unreadable or invalid, is there ANY RULE when you are allowed to ask the same question again? After a day? After a week? A month?''

I believe Horary charts are valid for 3-6 months so I'd say ask again after that.

One concern more though… What IF the chart is invalid (because of Saturn in 7th, Combust Moon or something else) – do we also need to wait three month or more until ask the question again?

No. I mean if it's counted invalid it's better to wait until you're more focused to read the question or cast the chart but you don't have to wait that long. Technically they say you do...but you don't REALLY. I can't remember if I answered this already but Saturn anywhere in the chart most often just represents a delayed outcome, but it should still be the same outcome unless other factors are involved.

Thanks hannarama! You helped a lot!! The more I think, the more I see, that I get invalid charts, when I ask a question quick, without really forming the question in my head...

Exactly! I get invalid charts when I'm super anxious about the matter, or Moon VOC or via combusta.
