I was told if there is no aspect or even if the signs are not in reception.

Like say jupiter signified him...and he was in your first house. Then aspects aren't exactly needed.

I figure if there is no reception or aspects occurring to the significator planets.

Then I would see it as nothing substantial is occurring between the two people.

Also could merely be telling you...he was being flirtatious but he has no true motive behind it.

2nd part I'll look at the chart the way you are.

7th house is ruled by Mars
Mars is retrograde right now.

Ascendant is ruled by Venus.

Venus -You-
Well if we followed the chart my way...you are sitting in 7th house. From my studies/viewpoint of horary work this means that you are more aware of the other person...have a stronger feeling for the person. But, you are also in Aries which is a detriment.

Now I only use outer planets if they are conjunct or in a house that is important to me. Uranus is conjunct with your planet.

Venus being in Aries and conjunct with Uranus.. I am thinking the flirting or attraction you may have toward this person has caused a disruption in some form. Being in the state of detriment...I see as also a form of confusion and it can also be a form of not liking what you are seeing of the person's actions. The conjunction is separating...so could be that the disruption is seeing who he really is.

MarsR- This other person-
MarsR is in the third house which is the house of communication. So this could show that he is going to come back around to talk... he might be the type that comes and goes...hard to keep up with maybe too. (saggitarius energy.)

MarsR is conjunct with SaturnR....This could be describing that he causes his own restriction...but since it's retrograde this could be internal or he's like a horse...easy to startle. Alternatively it could mean that he is older/traditional in some manner, but could be mindset or physical age.

There is no aspects between you and him that is used in traditional horary work.

Sun is his sexual being (tarzane and Jane)
Moon is your emotional self.

Sun & Moon are trine...so something is easy going...easy.

Moon is 29'27 in Sagittarius...I decided to see this as capricorn. This is in detriment. In addition it is void...and it is in the 3rd house which I am taking as communication house right now. This indicates to me there isn't much going on and I am taking it as Capricorn.

Both your co-rulers are in detriment which to me says that you are not thinking straight about him or the situation. The moon is also void...which makes me worry that the chart is pretty much saying "there is nothing happening."

Also Mars is a slower planet than venus and it's also retrograde and below the ascendant. So You are moving very fast with this situation...almost like jumping to conclusions.

Also we have them all in the 3rd house. This makes me think that how the communication is perceived is not truly aligned.

But, with saturn conjunct with him...he has boundaries, but they may not be easy to identify which allows miscommunication to happen.

No significant aspects between main rulers.

Moon is still void.

Neptune is still in 5th house...if we made fifth house important it would be SaturnR and that is in the 3rd house. So It would still indicate the communication that seems like sexual attraction could still be an illusion.

Jupiter is in detriment...that is the sign of mercuryR...which shows that he has poor communication skills.

since mercuryR is in 8th house.. his miscommunication could cause anguish of the mind.

Sun his sexual planet is in 8th house.

Your moon is still void and in 3rd house.

SaturnR being conjuncted with MarsR could simply mean he is not the type of guy you go for because Saturn is the planet of guidelines, rules, tradition, and being older. In retrograde it is a planet that makes us think of those things...may even challenge us on it.
