Well this is just a quick reply, but my answer is no.

You're moon, he's Saturn. You have no aspect between you meaning there is no relationship. His Saturn is retrograde and in the 5th, so maybe he's coming back into your life right now?

I think the 5th would represent a fling for you maybe but it will pass, his planet will go direct and change what's happening now.

And you both have aspects to Neptune, maybe you're a little delusional about him.
