-I'm Jupiter who just moved into Libra last week but is still in the 7th (his house). Me being in Libra AND the 7th shows I'm in a very good position.

-He's Mercury in Virgo also in the 7th. Him being Mercury in Virgo is also just as strong as where my significator is.

-Moon is also in an applied trine to Mercury/him AND Jupiter/me.

-Also, the Moon could be used as a co-significator for me and the Sun could be a co-significator for him. In this chart the sun and moon are in an applying trine to each other! Plus the Sun/him is in a wide conjunction my main sig Jupiter.

I think the chart is saying that we're both currently in a romantically strong place in our lives where we both may find true and long-lasting love, but we may or may not necessarily find this type of love with each other since our significators are separating; however, his sig Mercury will enter Libra on October 7th and eventually conjunct Jupiter, so maybe he will contact me before the year is over with. What do you think?

ETA: But if co-sigs don't interfere, then I'd say yes. His main sig is coming back to your Moon. You both are applying to each other. & Merc is also ruler of 4th ("end of all matters").
