I know the basics of electional astrology, however I often get confused about which times to use for the official "start" time of an event.

I'm about to move into a new place on August 1st & am not sure what time to use for the electional chart. I have read someone say to use the time you 1st step foot in the door with furniture/boxes/etc. Is this correct? Because I viewed the place obviously before agreeing to move there, so the date/time of the viewing wouldn't count would it?
