I’m Venus and the 4th house ruler of home is Sun. The planets aren’t aspecting but they’re both in Aquarius (Sun is in detriment in Aquarius though) albeit the Sun is in the 10th house and Venus is in the 11th. Moon applies in sextile to Sun. The Sun and Venus do conjunct in Leo on August 13, 2023. Could this be when I move?

There is no relationship between the planetary hour and the Ascendant in this chart and nothing can be done without the help of the Lord of the Hour. This can mean that the question may not have been asked seriously or there is some irregularity whereby the rules are not being followed or it just wasn’t a well thought out question.

Timing in horary is symbolic therefore you can’t really do timing by the ephemeris in this way. The Moon does apply to sextile the Sun but the Moon is very weak and positioned in the 12th house so not in a position to do anything and the aspect is also frustrated by Jupiter who gets to the Moon first. As there are no other aspects in the chart this would be a ‘no’ to your question.

It is very common that a Querent’s ask a ‘When will I?’ question without actually asking the ‘Will I?’ question first. You can’t get a time for something that you don’t know is actually going to happen.

Venus is in the fixed sign of Aquarius so you aren’t going to be going anywhere fast at the moment although Venus going to change signs in about one and a half degrees. As it’s a fixed sign this would give the longest time unit of years - maybe in about 18 months something will change. I don't tend to use the outer planets but as Uranus is within 5 degrees of the Ascendant it could mean that something unexpected may happen - as to what I have no idea!
