I casted a horary chart for my question and the Ascendant Orb was 3º27.

On many websites I’ve seen it say “If the Ascendant is less than 3º then it may be too early to reach an answer, if the Ascendant is more than 27º than it may be too late”

You can still read a chart with an early or late degree. The reason these were taken into account was because it wasn't always possible to know where the ascendant may have been accurately due to there being no clocks. We don't have that problem now and so the Ascendant will be as accurate as it can be but the early or lateness of the chart may have some bearing as to the situation that all the information is not to hand or is still developing or that you already know your answer if the ascendant is late etc.
