How do you mean? I am a traditional horary astrology but use the outer planets if they are conjunct a relevant house cusp or significator, they are never used as significators themselves because they cannot be seen with the naked eye, are extremely slow moving and therefore can't convey a personal influence like the faster moving planets are are visible in the sky.

I would just use Jupiter. If Neptune was conjunct a significator it would tell you something more about the person or the situation but it cannot be the main significator - treat the outer planets like fixed stars. And whilst Jupiter would rule both Pisces and Sagittarius the signs would give different emphasis to Jupiter's qualities.
