You are the Moon, he is Saturn. We do not have applying aspect between the Moon and Saturn, so I think the answer to your question is No.

I think it’s more to it than just having an applying aspect between Moon and Saturn. I received this answer about this chart on a different forum.

You are Moon, he is Saturn and Sun (gender planet of man in horary). You have conflicting feeling towards him - Moon is in sign of Saturn's detriment, which could signify bitterness toward him. But Moon is under Sun's light which means you either have deep feeling for him or some type dependency on him.

Saturn is in Pisces - completely neutral sign to Moon, but Sun is in sign of Moon's domicile. + if you are a woman, your gender planet is Venus. Venus is in sign of Sun's domicile. Basically, you are attracted to each other physically, but there is no deep feelings from both parts.

As for meeting, the only aspect between planets which signifies both of you is between Moon and Sun. Between them 4 degrees, Cancer is cardinal sign, but Moon is in 1st (angular house), Sun is in 2nd (succedent house), so 4 units of time (=degrees) could be either 4 days or 4 weeks.
