The picture is from today's Independent. It describes a garbage patch covering twice the size of the U.S in the Pacific Ocean.

Hell's bells. The Pacific always gets used as a dumping ground. Look at all the nuclear testing that was done by the US in the 50s. I know people moan about the environmental costs of the recycling process but we may be left with no option before long (btw I'm not even sure if you can break down some synthetics, i.e. resins, effectively).
