If Libra is ascending, then the Moon is in 3rd house-making you retless, talkative, changeable and very able to express yourself well with words.
With moon there,you could "mother" your siblings in a very "motivational" kinda way(Sag Moon) or write in an "emotive" style .
Sag in 3rd house could also indicate living in a neighbourhood with lots of differing cultural backgrounds. Your neighbours could be from another country or dealing in some sort of exotic/export business.
