Rosalind,I like excercising horaries, but I view them more as an exercise. I probably donīt REALLY believe in them.
Having said that I had some horary charts that were shockingly accurate, down to predicting the DAY, some event took place (Hera once interpreted one for me and it was so spot on. She is really good with that stuff).
However there were others which couldn`t have been further from the truth I guess.
Never heard any feedback on those.
Horary has a very firm set of rules, one needs to follow, so it is not exactly like a modern psychological interpretation of a natal chart. It is, quite medieval.
A horary chart is usually valid for the duration of about 3 months or until some change takes place.
You didn`t specify the nature of your relationship to this man so he is definitely given the 7th house (I tend to always pick the 7th house for the other anyway).
Your main significator is the traditional ruler of the 1st house:
Venus in Cancer
Your co-ruler is Moon (though Moon also rules the question itself and the course of events):
Moon in Sagittarius
Both planets are peregrine and probably not very well equipped to act in a way that a positive change of the situation could be made.
His main significator is Mars, as ruler of 7th house, in Scorpio. Mars is in rulerships, making him quite influental and powerful, but mainly interested in himself. Mars in Scorpio isnīt really all that tenderhearted towards MOon or Venus (these planets are in fall and detriment in Scorpio).
As a matter of fact you as Venus in Cancer has quite some mixed feelings concerning Mars and if he can help you. On the one hand Mars is in fall in Cancer, which gives some difficulties.
On the other hand Mars is received in triplicity and term, which though not as good as rulership and exaltation is a good reception.
His second significator is Sun in Virgo, peregrine, and in fall and triplicity of Venus, you - so again a mixed reception. I think this relates to a certain ambivalence on both sides.
Now for two people to meet we need to have an applying aspect between the significators, with no interference of other planets. And that is where the stumbling block is.
Venus and Mars do not make an applying aspect to each other in sign (which is what we want to see in a horary with clear positive outcome).
Moond doesn`t make any aspect to Mars either.
And there is no aspect between Sun and Venus.
All of this actually would imply that there will be no meeting for the duration of the horary chart, meaning in the next 3 months. Maybe after 3 months things would be different.
BUT - I am not totally certain about it- but I notice that his main significator, Mars, though being in Scorpio still is in YOUR house, which could be described as he is coming to you(r house), even though he is probably very absorbed in himself.
Anyway, maybe that is the connection that will be established?
Though honestly, if it were my horary chart, I would be quite doubtful if this is enough of positive testimony.
And since there is no applying aspect as far as I can see, I can`t give any timeframe, sorry.
But as I said, I donīt put too much stock into horary myself, even though I LOVE doing these charts.
