I think what's confusing, is if you are looking at 3rd House LEO cusp 28.45-- and your "eyes" see all that green span of Virgo degrees (up to 26.44).
THEN you see IC 26.45 Virgo, and IMMEDIATELY over the IC, you have planet Mars IN your 4th House Virgo.
Your "eye" goes along and sees the whole of Libra zodiac there, then suddenly you see Mercury-rx in Scorpio BUT!! it is still IN the 4th House.
Part of what's confusing too??
When you read some chart meanings, they will take a planet at the end of a house {e.g.= e.o. 4th}(like your Mercury), and IF it is within a few to 5 degrees, the astrologer will interpret it as 'belonging' TO (or in) the next house.
{With your planet in retrograde~~~ you might have to look at how long it had been retrograding, whether it's ready to station (turn around) and turn direct again.-- But you can ignore what I just said, if it's confusing! LOL)
