Mars brings fire, desire and stimulus to everything it touches. It can just provide stumuli here, or be plain aggressive and sexual. We could even feel at risk. In any case, the contact is to be felt.

after reading over that (very helpful/interesting! but also mostly-regarding-the-combination-as-negative) thread, I just want to say the natal chart of the IC person really matters.

I tend to attract a *lot* of partners with whom I have mars-IC and/or mars-in-4th synastry, and I find that I just have a much easier time getting myself to *do* things (in general) when I'm with those partners.
