Well, there is an applying aspect from your significator to his significator, so there is a connection.
Yours is the quicker planet, so you are "reaching out" to him.
The aspect is a square - there are difficulties. The connection is there, but there is tension, maybe he can`t show his affection the way you would like him to.
I also agree, your significator in his 12th house it seems like he can`t see you too well.

Before your significator reaches his, your significator will make a square to Jupiter.
Jupiter is in your 9th house - someone or something from abroad coming into your life?
If we look from his perspective, Jupiter is in his 3rd house, brother / sister, trouble communicating?

On the other hand maybe we need to look at the houses Jupiter rules.
These are the 9th for you and 3d for him (so double emphasis here) plus it rules your 6th house and his 12th house.
So maybe something to do with your workplace or health, maybe a colleague of yours interfering?
Or since his 12th house is triggered - does he have a secret?

You asked if he might have an affair.I would look at the 5th from the 7th for that. That would be 11th in this case. So in his 5th there is Venus - ouch, sorry, didn`t mean to see that. But Venus is a woman, doesn`t mean - hopefully- the OTHER woman necessarily. But Venus also rules his 5th house.
But actually if there is a woman I do not think it would lead to anything.

his significator is in Virgo, the sign of Venus`fall. So he doesn`t even like her (or doesn`t she like him? I am never sure which way it is round). And there is no aspect between Venus and Saturn, at least not before both of your significators aspect each other.
So if there is another woman, maybe it is more like a "dream" to him?
Maybe this woman is not a love prospect, but someone from his family? Venus is sextile the ruler of his 4th house.

The last aspect Moon makes is actually the square to his significator, so I guess it means you "will meet again", but the path looks kinda rocky, and even if you get closer again, maybe you will realize that you donīt even want him anymore, or not that way?
