Your 12th house cusp is in 27'24 Sagittarius, and your Ascendant aka 1st house cusp (in most house systems) is in 21'08 Capricorn. Your Saturn is in 12'13 Capricorn. That means that your Saturn is located between the 12th house cusp and the Ascendant. Therefore, your Saturn is in the 12th house. It is not in the 1st house. I don't know why you said it is in your 1st house.
Your Jupiter is 27'12 Sagittarius. It is located between the 11th house cusp in 5'22 Sagittarius and 12th house cusp in 27'24 Sagittarius. Therefore, it's in the 11th house. However, it is very close to the 12th house cusp. Therefore, it can be considered to have a 12th house effect. ------------------
