Yes I think the scorpio/pluto might make the urge to "be mean" a little worse, but I don't think it put it there in the first place. I have mercury in scorpio and pluto in aspect to my luminarys and I do not do this!
And its not just that they were mean, its that they were mean in very, SPECIFIC ways, ie, MAKING FUN OF PEOPLES LOOKS IN VERY CATTY, CRUEL WAYS. This can be attributed to the moon/cancer influence on mercury.

I know this is old but I just wanted to say that I have Moon (Leo) square Mercury (Libra). My Moon is in the 8th house and Mercury is in the 10th house. I tend to talk a lot because my Sun is in Libra, so that makes me a chatter-box. Yet, at the same time, I will give you a chance to speak (even if I'm not interested in what you have to say). And if I don't know you well then I probably won't say much. This is especially true if I'm in a room with a bunch of people I don't know. I think it's because Saturn sits so close to my Asc that's why I'm a little more quiet and reserved than how I am really. On one hand, if I'm comfortable with you (or everyone), I will talk until my lips fall off. On the other hand, I might be having one of those moments when I just don't have anything to say.

One of my relatives who is a gemini doesn't have this aspect in his chart, but he does talks and gets nervous often. From what I have read, this type of behavior is usually common among a Gemini. However, it is more about where that person's other planets are and their aspects.

I love the parable, “If you give a man a fish, you feed him for a day, BUT if you teach him how to fish, you feed him for life.”
