It can. My saturn's pretty afflicted, and as I said I have jupiter conjunct venus in the 8th. At times I feel like my luck if you will takes a vacation. Everything seems to happen in groups and when things go bad it seems to always tie back to my saturn of mars related issues. My jupiter also quinqunx saturn exactly so that sometimes throws a monkey wrench into it.

Actually my jupiter has a double yod coming from it. bridged between pluto and saturn, then pluto and neptune. When I manage to balance that well then things work out perfectly. When it's unbalanced then it's rough going.

Luck: not sure; I tend to have good luck getting something right when I need it/having something work when I really need it to, and when I trust my intuition, it goes well. I'm good at getting out of trouble.
