Is it necessary to choose one over the other? I use both, because both systems work.

I also use both. If using both gives the fullest interpretation, why not?

I use modern. I can see why they would associate a planet with the sign in the traditional, but the modern one makes more sense to me.

I use both as well! I can see the relation between the older set of planets and their signs, but modern makes a lot of sense too.

I guess I don't really see the debate, if there even is one. Modern rulers only impact 3 signs they rule: Aquarius, Pisces, and Scorpio. But some think of modern rulers as not just the three outer planets, but all of them.

One thing I've wondered if people use, which I've seen used in astrology books, is house co-rulers--the planet or luminary that rules the sign starting midway through a house. When I've read chart interpretations using co-rulers, the interpretation is even fuller than without them. It almost makes you want to start calling the older method "cusp rulers" instead oh "house rulers" if co-rulers start gaining traction.

I use both.

When a sign has two planets ruling it I think of it as that sign having co-rulers. The modern ruler is usually more dominant though. For example, in the case of Scorpio both Mars and Pluto rule, but Pluto has the more obvious 'presence'. Same thing with Aqua where Uranus and Saturn are concerned...Aqua can be exciting and random... But have you also noticed how stoic they can be. In this sense they are almost like Cap's.

Modern.

I don't believe in the traditional ones. The modern ones fit the planets much better than the old ones.

No, Jupiter is exalted in Cancer, which is different.

Anyway, I use both because I can't decide between one or the other. I find that when reading Scorp Rising charts, it's beneficial to look at Mars, for instance. I'm an Aquarius, but Saturn and Uranus are exactly conjunct in my chart so I can't test it on myself.
