Funny! but not true.
Scorpio is anything but passive when they're truly in love/interested.
The true Scorpion wants to possess the person they desire/love and are usually quite passionate in their feelings. They can indeed hide them but at some point they do emerge and that's when they can become quite overwhelming/scary, especially for the other person.

If they are indeed passive, and I mean *too* passive, it could be that they have other mitigating factors in the chart such as a strong Mercurian vibe or Uranus, *or* they're not that into you.

Also.. It is said that Scorpio energy can take quite some time to fully manifest itself in someone's personality - positively, at least.
