Yes, this is correct. Planetary bodies, especially the luminaries that are approximately 30' (30 minutes arc) in width, can be 'cuspy.' As the leading edge aligns with the next sign, about 29' of the disc is still in the preceding one. This means that approximately 1/2 the day previous and 1/2 the day after the Sun is noted as 00*00' is the official cusp, since its position is measured from its center.
There is gradual movement. The Sun or Moon do not suddenly HOP across the invisible line into the next zodiac sign!
However, the Asc is not a planetary body, so technically no cusp exists. However, in my rectification work as initiated by and inspired by John Willner the Asc in the last degree of a sign does indeed create a somewhat 'mixed' type person. This could be viewed as a 'cusp' matter or simply that the rest of the 1st house is covered by the next sign (or even interecepted by it).
Not convenient maybe, but it shows that astrology is planetary movement and is an energy seen in the WHOLE birth chart. This isn't about categories, but energies and people. Nuance is involved everywhere!
