The way I see it, is that Saturn governs our personal planets. The agents of change are, Uranus, Neptune, and Pluto. Having two of those in conjunction with Saturn can lead to a struggle between them and Saturn. So that only one of them shines through at a given, this may lead to a ferocious drive to work, or ferocious desire to have change and upheaval in your life, or a ferocious desire to stay in your own private dream world. The struggle between the three to express themselves can cause a lack of desire to do anything in our generation. On the other hand if we learn to integrate their energies and use them all to benefit each other, to work diligently and hard, to bring change and upheaval to the things in the world that need changing, to make it a better place, one closer to all of our ideals. Then it can be a placement of great change.

It is not a placement easily dealt with I don't think, with such strong and sometimes conflicting energies.
