Aspects? Placements? I guess the Ascendant is not the only thing that matters.

I'm a Virgo ASC, Cap Sun and Libra-Scorpio Moon and I almost never gesticulate. I tend to do it when I'm goofing around, that's it.

It's cultural.
I come from a background where making handgestures while talking is the normal thing to do. So naturally I do it too.

If I'm excited i move a lot (head/arms/legs).. Whenn I'm speaking about something I'm passionate about, my hands move.. If someone is talking to me about something i find boring, my eyes start to wander lol.

Pisces asc, libra sun Leo moon. I'm going to blame this on my afflicted mercury or mars

These are the ones i believe are the culprits:
Mercury/Uranus
Mars/Uranus
Or my mercury/mars

maybe its my moon doing that too.

My nick name in high school was "flexy face". Because I'm so expressive when I talk and I often see people watching my hands when I talk too. It doesn't bother me...I just make sure I have nice hands to watch

I suppose she's going off of where she lives because I agree culture really does have an effect, but I assume she's from the states? In North America, it seems to be less regular because it's pretty diverse...

if i am in front of crowds and i am explaining how to do something its SOOO NATURAL for me to gesticulate. i blame that on my libra ASC because i dont really do that when in conversation with people i know. but it depends on what im talking about and with whom.

I make gestures, but that's because It's so hard for me to explain myself...I'm very restless and can never find the right words, cause my mercury is afflicted and I have mars conjunct sun and square uranus:P My fingers are always doing something, I simply can't sit still unless I really concentrate and then forget to listen lol...so I got used to this and always have a pen near me, so I can draw while listening... if I don't have a pen or if I'm in a boring conversation my eyes wander very fast and I just wan't to get away from there...I hate long conversations if I'm not involved

Mercury libra square saturn, neptune and jupiter

I think afflicted mercuries, strong sun, moon and neptune persons and fire/water-dominated people make gestures, cause they are not in control of their body and need something else than just speech..

Always move my arms an hands around when I talk, the more intense the conversation the more the hand gestures lol. Very expressive face an body language also. I have Venus in Virgo 3rd house, an Mercury in Libra 4th house.

That would be me. I move my hands a lot when I talk (or explain something), and I have vivid facial expressions.

Sometimes a person will tease me and say something like "how did that go again?" because I've made some odd hand gesture to describe whatever it is. Nothing cultural in my family to explain that at all.
