I used the word submissiveness on the title to catch people's attention, but more politically correct explanation is that:

Individuals with this aspect IDEALIZES, or perhaps even day dream about masculinity, strength, aggression and other mars themed images.
Because it is ideas or images of mars themes that they fantasize about, individuals with this aspect would not appreciate roughness in bed (Example: BDSM. They do not like physical roughness. But as long as it's imaginatively expressed like 50 shades of grey, they find it cool), unless difficult aspects including conjunction, opposition or square is present (Hard aspects would mean that satisfaction is hard to be reached, leading individuals with this aspect to something stronger and so on).

Why does this aspect make one appear 'submissive' in bed (not really, but for the sake of simplicity) and not the other way around?
Mars is weakened in 12th house. Also, Neptune represents fear. Meaning, individuals with this aspect creates self-doubt, when it comes to the physical expression of mars-themed activities.
Another possibility here is that, individuals with such aspect may often find themselves being fearful of their own physical images (Example: Self-criticism regarding their own weight)

In short,

Mars = Sex, War, Aggression, Masculinity, Physicality, etc
+
Neptune = Arts, Idealization/Day dreaming/ Spirituality, etc

= Idealization/glamorization of masculine images

If you have Mars in 12th house yourself, you know how frustrating it can be for you.

Consensus is that individuals with this aspect can release their stress or ease their frustration by Mars and Neptune themed activities, as well as the 12th house stuff and activities which represent the house and sign that Neptune is sitting in.

Example 1: If you have Neptune in 5th house, consider dancing or practicing other artistic activities such as acting or drama club, which require physical actions.
Volunteering for Children. Neptune themes including compassion can also be very helpful.

Example 2: Spirituality through sex, which is also part of romance (5th house). Very questionable one, I know. But it is often agreed that individuals with this aspect can indeed enjoy profound moments through sexual activities. But of course, there are many requirements that must be filled for this to be able to happen. For instance, sexual partner must be carefully selected, etc.

I can't think of any 7th house activities at the moment :s

*Signs and degrees of Mars and Neptune will determine where the emphasis must be made.

For example, if Mars in 12th house is at 5 degrees, while Neptune in 5th house is at 7 degrees, Neptune themes should be more important. (Although, they must be both looked at.) This is because Neptune has more mass in comparison to Mars, and also because Mars's energy in the constellation known as 12th house, is less stabilized in comparison to the Neptune (Neptune orbits much slower in comparison to Mars). Thus, it is Neptune that is pulling the Mars.

Finally, certain signs just simply do not fit well in certain houses. Take a close look at the sign of the Neptune and Mars.

Certain individuals are very frustrated with this aspect, mostly due to Mars being in 12th house.
I must say, it is a gift! Most individuals constantly release their energy outwards in stressful manner. Individuals with this aspect, they have a gift of releasing their energy through compassion. Hence, pulling or even seducing others towards them in a peaceful manner.

These conclusions are purely based on my personal observation of few individuals, google (duh), as well as my retrograde Jupiter in Cancer in 12th house. Should there be any disclaimers, I would love to discuss! I am here to learn as well.

I have Virgo Mars in 12 sq Neptune 4H and can be very dominant! Mars is at the end tail of 12H though and conj Asc so it might make me more assertive. I did however used to daydream about the type of masculine man you describe but I am not into roughness! I am also a Fire Dragon so I guess I just need my man to be more..ummm...Fire Dragon than myself

I have been with very passive men and it really throws me for a loop.

I keep thinking that we must be very very similar in age.
Some of our outer and inner planets seem pretty close. (And I'm fire Dragon)

Sorry to hear that about the break-up.

Is your ASC also in virgo? If so, Mars may not be in your 12th house.

Unless you're the kind that's born in the neighborhood of 1916, I'd say we are of similar age

If both Mars and Asc is in Virgo, I would argue that Virgo/Mars is your first house.
Ascendant/Rising sign represents the constellation that was rising at the time of your birth, the first house.
You may be able to relate to Mars being in your 12th house to certain degrees, given that your Mars has stayed in 12th house for very long time and is about to enter next house. In short, your Mars is old in the constellation/12th house
This is why, you may not necessarily relate to your Mars being in 12th house. You probably don't necessarily feel that you shy away from expressing Mars energies. You also probably don't have issues of repressed anger, which most Mars in 12th house natives suffer from.

For other houses, degrees matter depending on the sign and the houses, but as for ASC, it usually represents one's beginning constellation, first house.

For example, in my case - I have Saturn in Capricorn, 12 degrees in 5th house. But because Saturn is like a degree away from 6th house, and because Saturn and 6th house is best presented by earth signs, my Saturn is counted as 6th house.

I think as for my next thread, I will discuss why degrees of Ascendant matters so much. Most individuals in this forum only discuss about physical appearances of Ascendant signs, but in reality, it represents one's beginning of life.
I will start with Virgo, when I get a time

I do have Virgo as ruler of my 1st and yes, I have NO qualms expressing my anger! In fact, I have had to train myself VERY hard to control it..I am also extremely confrontational and can be quite uncomfortable to be around.

Would you say the same for me?
Mars = 27 Virgo
Asc = 5 Libra
It conjuncts, but not super close.

(Sorry to OP for derailing! Slightly still on topic. Working out technicalities. LOL)

I have both Mars and Neptune in my 12th house.

I am submissive in bed and am very attracted to a more assertive, confident man. I also do like it a little rough in bed.

I am talking to a Libra sun, Aries moon man and his confidence is driving me wild. His Mars and Venus are also in my 8th house, so yeah.

My immediate boss is Libra Sun, Aries moon, with Scorpio Mercury... and I think mars?? Not sure on that one.
Anyway, I know the type. He is just spewing confidence all over the place.
His mom is Libra sun, Aries moon also. @_@

For a second there I thought your username was some kind of play off the spanish word, "Cochina". LOL I was like... WHOOOA!

No problem at all!
In your case, I would say Mars is still lingering around the 12th house (natal energy wise)

Virgo mars, 12th house, conjunct asc, square moon, trine Jupiter, conjunct mercury.
Neptune does not aspect. (Squares Virgo Venus)

I'm not the best judge of myself but I'd call it assertive.

Yeah I don't think mars is in your first house... I think self-assertiveness that you have is coming from plutonic energy. Especially with that harmonious pluto saturn aspect

Oh they are hot. His Mars is in Virgo, which my Venus in Virgo loves too. I just want to grab him and...

The crazy thing is I am Scorpio sun, Cancer moon. I am trying very hard to not be so sensitive, as he can be pretty blunt.

@ DeepFreeze

Ok yup
I initially assumed that yours Mars was lingering around the end of 12th house. It seems that mercury being pulled by Mars backs that assumption (Newton's first law - Mass attracts Mass/Mars has more mass in comparison to Mercury)
And your chart theme at macro scale also backs that. Which I won't get into due to private reasons.
Mars maybe weakened for casual purposes in 12th house, but what people don't know is, it can be more powerful than any other mars positions, when the right event is triggered.

I really think 12th and 7th house placements need to be rethought or at least expanded.

I have Mars in Aries in the 12th square Moon, Neptune, Saturn, and Uranus. Neptune in the 9th, the other 3 in the 8th. All in Capricorn.

I also have Sun in the 7th in Scorpio with Merc and Pluto in the 6th conjunct the DSC.

I increasingly prefer not to have people ponder over my chart because of the maddening results. Everyone thinks these are all indicators of self assertion/repression. I then proceed to bash my head on the table screaming 'NOOOOO'.

My Mars in the 12th doesn't give me self assertion trouble. It mostly gives me two issues -

Random explosions of temper if I don't release my Uranus sq energy through exercise
A dampened energy where I am forced to carry a whip and force myself to not fall into an indulgent rut (compounded by Jupiter in the 1st, but its gifts are much better than this negative)

But no, no assertion issues. I'm a straight talker, if touched I'm vicious, and I am too much of a mix of stubborn/forward signs.

I will acknowledge my cousin who has a tight Mars sq Neptune - he suffers from the classical self assertion issues. But he is made up of the less stubborn and more reserve placements like Virgo rising, and a Libra Sun.

I'm not submissive in bed. My Mars is ruled by Aries and now you all probably have a decent idea how sex with me goes. I initiate, it's fun and fast (not like that stop laughing jerks), I like my hair ruffled (Cafe Astrology really nailed that one).

I just really wanted to remind every one that a 12th house placement isn't an auto indication of shyness or assertion issues. Some people suffer more from engine troubles from the 12th/Neptune dampening energy rather than a fear of engagement.

Don't even get me started about what people say about Sun in the 7th - drives me fricken nuts.

VenusinCap89 - Awesome!! Wow, thank you so much! I would love that.

Koniucha - Absolutely! You definitely need to have thick skin! I also work with a Cancer/Aries (Impatient, and blunt, but I think he's a cool dude. He certainly doesn't mean to hurt anyone's feelings, neither does the Libra/Aries.)
I also work with an Aqua/Aries. I CANNOT STAND them!! I want to glue their face to the ground, torture them, and squash their head with the fork truck! (Leo exaggeration. LOL) But it's like they just hate life or something. They do occasionally wear a grumpy cat shirt so I suppose that irony is pretty funny. LOL

Koho - Yeah I think that explosiveness is definitely 12th Mars. I'm so thankful to have really focused on that over the years. Finally, it takes quite a lot now to get me there and when it happens, it's a little dramatic, but honestly not that bad and short lived. When I was younger... holy...
