If they do, then they should be read together- lending more weight to Neptune of-course(as the outer planet).

Uranus in 1st gives a propensity for dealing with technology,science or fascination with those related things.

Cap Asc must be read with focus on Saturn(its ruling planet) and 10th house.

To the Cap Asc,reputation is very important(10th). And so is permanence/ building something that lasts and lasts(Saturn).

The influence of Neptune/Uranus colors things a lot in this arena i.e Neptune on Cap can give authority idolization/ issues.

Uranus on Cap can wreak all sorts of changes and disturbances in career/brilliance in it.
