To determine what sign rules a country, I think it make sense to use the chart of 'independence', or of the 'ruling body' of the country.

In the CIA Fact Book, for example, take a look at China:

For cities, usually the date the city was founded, or 'incorporated'.

States and cities, generally have their own state and local governing bodies.

Regarding countries...the terminology glossary for the CIA Fact Book defines a country's date of "independence" as:

Similarly, when you are born you have independence from your mother's womb.

And if you are are country, perhaps the birth of a nation involves independence from a motherland, or other governing body.
