I understand that Pluto is considered by many astrologers to be exalted in Virgo (prior to its demotion by a few humans to dwarf planet of course). There are commonalities between Scorpio and Virgo that include attention to detail and an exacting nature, but with very different intentions. But then again, Pluto tends to intensify anything it touches in a chart, so that's the other issue.
I still consider Pluto a planet myself, with its atmosphere and even weather, despite its size.
I remember reading one ridiculous astrologer years ago saying that Pluto should have been attributed to Aries so as to follow the pattern of outer planets going in order from Aquarius, Pisces etc. Whilst I understand the logic, I think it dismisses the complexity of modern astrology, which evolves like everything else in the universe.
