A planet in the first house, and especially conjunct the ASC, will certainly influence the behavior of an individual as well as the types of activities in which he or she is involved. It will never override the traits of the sign on the ASC, just modify or add to it.
Provided the correct ASC is truly in Libra (and not in Virgo or Leo) with Pluto conjunct that angle: it would indicate a socially sophisticated, WIDE AWAKE (Pluto), charismatic, and exceptionally resourceful individual—one who knows how to solve all types of problems and can perform a huge number of tasks with ease. Libra likes to take leadership roles and knows how to do things in more socially acceptable ways to gain public support.
Someone who truly has Pluto in the first house and conjunct the ASC will especially stand out. Individuals with such a configuration can excel in a multitude of fields. They are ambitious and often make excellent business professionals, project managers, and crises management specialists (kind of like the fictional character of Olivia Pope from the old T.V. Show, Scandal).
If Scorpio is on the second-house cusp, then matters pertaining to the making of money will be a huge motivator in the activities of self (because its ruler, Pluto, is in fist house and conjunct ASC). The location of the sign and house of Venus, of course, is also very important and will influence the personal traits, expression, behavior, and activities of the Libra ASC.
With regard to attracting those with strong Aries (i.e., Sun, Moon, ASC, or MC in Aries or Mars/Pluto in the 1st, 4th, 7th, or 10th house in a mate's chart), that would be natural since it is on the DSC. Any planet conjunct or parallel the DSC will also point to potential mates as well as the sign locations of Mars or Pluto.
Please keep in mind that this would be the expression ONLY if Libra really is on the ASC and Pluto really is in the first house and conjunct the ASC (according to one's Incarnation time) and not further into the second house—in which case, Libra and Pluto would not be an expression of one's behavior and activities but would be indicative of that which is owned and/or utilized to make or earn an income. Pluto in the second house would never be at a loss for ways to make money and would indicate the earning of income activities related to doing things in a more efficient manner.
