When would be the best time to schedule a hip surgery. Should i wait till after all these retrogrades?

Id say no surgery during a mars and/or venus retrograde.

Also if you are looking to add to the body and waxing moon or taking, waning moon. Also a fixed moon sign helps. Helps the surgeon not to f u c k it up.
