I used to believe the same thing about my Sun also at 29 Degrees Sag. Because in the formative years, it progressed to Cap.

But I have since figured that my relation to Cap is more because of Mercury in Cap and Saturn/Moon trine, Saturn/Mercury sextile,Saturn/Venus conjunction than my Sun sign being "affected" by Cap.

So I would say that if there is some relation one feels to Cap, it could be because of other factors i.e Saturn in Cap being the final dispositor, Mars in Cap being in the place of its exaltation, Saturn on the Ic/Mc angle or conjunct the Asc/Dsc axis etc.

Progressions ime often show "context" than content. In that they suggest qualities one may develop when going through something. And not inborn traits. They are more environment and nurture than nature.

Moon in Sag is still Moon in Sag even when 29.59 degrees. It will only be Cap when 00.00 degrees IMO.

I have met too many cusp Venus Sag, Moon and Sun signs with 29 Degrees in their charts who are not Saturnine in the least.

One such cusp is a known womanizer and playboy coming from a wealthy family. He hasn't worked a day in his life and is very irresponsible.
