7th House energies are often about what we project out onto others or are not strong in self, but what would be helpful in balancing self with. The only time 7th House energies are usually strong in self, is if there is a direct connection between the 1st House or the Sun to the 7th House in some way. For example, a 7th House planet is in direct opposition to the ASC degree--then it starts to become more a part of the energy of self, though also still very highly relational/relationship oriented.

Cancer, in and of itself is not a particularly mature indication since it is a personal Sign. This doesn't mean that a person with strong Cancer cannot or will not be mature--course they can if the rest of the chart and/or freewill use supports that. But taking the ASC Sign alone in this case, and considering that its one of the 4 personal signs, which by nature are immature and rather self focused. This part of the Zodiac represents birth to child age symbolically.

It is usually the strongest Planets that indicate degrees of consciousness maturity or lack, in a whole chart sense. For example, D.T. is someone with fairly strong Cancer in their chart (ruler of their MC, a personal Planet [Venus], in it, and faster moving ruler of their DESC [Saturn] in), along with very strong Gemini, followed by strong Leo (1st interpersonal Sign) but because the slowest vibratory Planets (Mars and Saturn), followed by a mid vibratory symbol which can go to extremes (Uranus) are strongest in his chart--he is rather immature consciousness wise.
