It depends on the status of the relationship. If they are "dating" it is ok. If they are "exclusive" it is cheating.

Relationship is a vague term. We are all technically in relationships. That's what we all do... relate to each other. You have a relationship with your favorite librarian. I prefer a more defining term and a more defining conversation with the loved one where it is clear that both parties intend to "see"/date only each other. Of course that doesn't help you with the dishonest or immature types, but at least it is clear that there is "cheating" after you have both told each other that you consider your relationship an exclusive one, and have clearly defined your mutual expectations.
