Well.... it's just a funny story - to me anyway.

I don't care if I'm immature or wrong. It's how I deal with things and it WORKED.
How do you deal with noisy neighbors?

I hope to buy a house in the near future and there won't be anything to really deal with like that.

I'm on the top floor of my building. Some new tenants moved in below. Apparently some younger annoying girl and her mom. The daughter plays LOUD music all stinking day. Starting around 8 am. The noise rule is no noise from 10pm to 8am, so technically they are in the right. It sounds like it's in my apt. So I contacted them politely. Nothing happened. I called the property management who told me the rules but said they would call anyway to inform them that there is a complaint.
It stopped for a little bit then right back to it.

Sooooooo.... LOL
Well I have a LOUD @ss stereo with two towers that have 2 12's each, mids and highs. Plus other speakers if I wanted to connect them.
I laid them face down and cranked it! It was shaking everything and scared the sh*t out of Barbiegirl19, and then I heard them pounding on the walls. So I shut it off. Just about two minutes. A while later they were back at it. So I laid them down again and just turned it up to be fairly loud. Then I left it to play for about an hour.

I haven't heard a peep since! HAHAHAHA. My stereo is where mom hangs out so she takes it out on daughter.
I was laughing like some giddy little kid and I still do just thinking about it. I love messing with people. Barbiegirl19 laughs too, but still calls me by my long name kind of sternly. Like you better not. I do it anyway and she laughs.

I hate doing that though. Like my work says. .. Try to settle it with each other before running to management.

Funny story, DeepFreeze... AND, Congratulations on getting 'an understanding' flowing between you and your neighbors (mom + daughter). It's better when things work out like that!

"Noise Ordinance" is DIFFERENT than BIG loud-music. "Noise" refers to things like using your buzz-saws, heavy vacuum cleaners, DYI pounding nails, using sanders,... basic heavy-equipment sounds.

"Personal Music" coming through walls with the intense sound-systems today should be considered on the level of 'home invasion'! "Disturbing the Peace" is a crime.

"HOME"--- is the place we go to re-boot. As human beings, we need to eat, sleep, rest, clean, and nourish ourselves. Get ready for 'another day'.... Home is that little spot on the face of this earth where we can go Be. It's where we can think our thoughts and process our day, and decompress our bodies, ramp-down our nervous-systems, process our feelings and emotions.

Home is our SANCTUARY where we re-charge our personal batteries that ENABLE us to be ready to go out once again to be a refreshed Good Citizen...

To PAY for your place, and NOT be able to "use" it? Is UNACCEPTABLE!! Ultimately, your emotional control and sanity (besides health) can be at stake! (mental health????)

Your neighbors should NOT be allowed to "drive you crazy" with the music--- THEY CAN WEAR their HEADPHONES if they want to blast it that much.

They can also meet at a Community Recreation Hall, Club-Building, to BLAST music there. There should be adequate sound proofing or insulation for that level of loudness not to disturb the rest of the community.

Or drive that car to a remote place and picnic together, have sound wars.... away from populated areas! That's taking 'responsibility' for the things you DO. No Harm.

But Home is HOME! Noise is heavy equipment, construction! LOUD music stops you from living your own life, and being able to think, study, watch TV, meditate, or cope is inappropriate, abusive, and an 'invasion' of your ability to enjoy your premises.

I had to work with our police commissioner and community patrol for a LONG time... [ADD 2/10, BTW, I've had excellent experiences eventually with this here where I am, presently.] Everyone needs refreshers, and to get back to the basic understanding, sometimes. Education! It's sooo very good to be clear. And allowing over-the-top Loud music within cramped quarters is pure B.S.!!!to me. [ADD, 2/10, I don't know how college dorm students tolerate this?... I suppose there must be 'quieter' buildings for ones who prefer this.]

When a resident, when a Human, CAN'T get away to decompress or rest, then you're going to have escalated violence in those areas! And CHILDREN get deprived of their rests that THEY need to do concentrate and do good schoolwork (not fall asleep) during the day. Not getting good sleep can make you gain weight!?

Also, it physically HURTS the internal organs in the body! Little kids are defenseless against this! Some parents I've seen don't care~~ they want to smoke, and party. They say that the kids/babies get acclimated to being in LOUD environments. (But I say you are possibly hurting their organs! Development! Mental Health!)

In our local region, there's a court-case involving a man who SHOT a youth over blasting music in the car. There have been others where they'll walk across the yard to fight, literally, over the sound-levels.

Why would the police NOT want to enforce Peace? The USE of personal listening devices (earphones) should be REQUIRED! No Nuisance! ``` The World Needs to Rest, and Decompress.

It's not telling them they CAN'T play it loudly?...... It's saying to them, play it as LOUD AS YOU WANT while you play it on your HEAD GEAR!! ----

We have to take personal responsibility!

I'm like you, where I would rather work things out peacefully. I've found that just going up to them and starting a nice conversation, and kindly requesting they turn it down will work (for me) among the more 'civilized' ones.

When I can know them face-to-face, we can see that 'each other' is not so bad as we think looking from afar.

(The thing that worries me is the drug dealing... They 'fall asleep' with their engines/music. I scared the beegeez out of one guy who was passed out (his car tail pipe chugging into our front window)... He was so high. Freaked him out! He came back again only one more time, and my other neighbor did the same thing... LOUD MUSIC. She screamed at him, 'It's 4 o clock in the xxxxing morning'!!! He never came back. haha)

The thing that scares me are the guns. Have a shell from one that was fired in front of my window the last time Neptune was at 0-Pisces. (That's how I remember it?)

There are some deep criminal activities going on around me. Filth.

I started telling them, HEY! So you don't like me 'watching' you?... then DON'T attract my attention by running your cars, and playing that LOUD music! Keeps me from calling the police. (And that was a really good 'compromise'... don't let me "see" what you're doing by calling my attention towards you.)

Mostly now, all I have to do is to give them a shy small wave, and they know immediately! Too loud? okay mam, we'll turn it down. I thank them profusely!

What worries me the most is my next-wall neighbor.... He's been losing his temper at people, meltdowns. (He's the one that shakes our walls, and my body feels so sick`` like shivers my organs. Awful.) I think he needs professional 'help'. At thanksgiving, he agreed that he would put away his SUPER system, until I move out of here. That it was his Christmas Present to me....

Told him that the more I can be on the computer, and concentrate and write and network, the closer I come to LEAVING this place (hallelujah, PLEASE!)

So I pray that he either finds his own house, or I'll find a new place to be. (Now I'm hoping he stays patient that I'm "still" here....)

We're living in areas in congestion, with too many people CROWDED into small spaces, with equipment built for stand-alone big home theatre systems in a separate house! The walls are not insulated or proof or protected for sound wave intensities coming through on modern systems.

I hope more public awareness starts to happen.... Too much noise in our environment is making people angry underneath all the time trying to tolerate. This is a Health risk, Violence risk, mental health and peace issue.

(Going to bed)...

Wow! Very well said! Thank you so much for taking the time to write that. It means a lot.
I did find this on the city website. They are still being noisy but it's gotten better.

"Noise

City Code states that "any noise that interferes with the comfortable enjoyment of life or property of the neighborhood" is forbidden. What does that mean? It means: be sensitive to the amount of noise you are making especially between the hours of 10 PM and 6 AM when noise should not (according to the code) "cross a residential property boundary." You may be ticketed $100 for your first offense and $250 for your second. The price only goes up from there."

I noticed right away that it says "especially" between times, but not excluding other times.

^ Thanks DeepFreeze! ... so glad you researched your City's codes. Make those 'opportunities' work for you!

I won and suffered losses in the beginning. But I was able to establish a good character reputation... The children in the 'hood know me. I'll turn and slightly shake my head and walk away many times when I chance upon something they had a startle reaction to when they saw me. They already know whether they should be doing those things or not.

(Grieves me soooo deeply when it's the "adult" neighbor who gives me that reaction~~ But, I just bide my time. I'm waiting patiently. I've got bigger and better things for me-- keeping my eyes narrow, front and forward, with my 3rd eye peering WIDE out of the back of my head, hee-hee!~~~ no wonder my presence makes them nervous. lol )

I'll take incredible long time to respond to abusive behaviors because I "know" that I have sensitivity levels that are grown more than most. (But this can end up as a not-so-good feedback loop: the more my living nervous system gets agitated, the more the shortcut ingrains into the scientific ruts in my brain...? Ol ye neuroscience people?, please straighten my facts if this is incorrect?)

I understand that I have to be MUCH more deliberately tolerant... and be much more understanding of folks than most.

No, it's not "fair" to me--, but I also feel compassion for others. How it's not fair of me to not let them exercise their self-freedom expressions either (by cranking it up on special holidays).

This is a true story: Believe it or not, on New Year's Day there were actually friendly lite group hugs from my greatest current foes... Like the opera!! We had peace between us. (oh yes, the Christmas miracle extended out to the New Year... Meant a lot to me!)

I try VERY hard.... and I think people here actually know that. All our lives are rough in one way or another. (And maybe some day, *I* will be 'the one' that THEY must just tolerate! hehe~~ I'm just looking at it as 'paying it ALL forward', that's all. We all deserve a good life.)

They offered to throw a 'block' party when I leave~~~ (uhm... I think I had detected an element of snark from the one who said it, but I rolled with it, and made it more pleasant.) We called out the dimensions to each other: Full boar woofers vibrating to the high heavens, monster-suv partay that will promise to rock-out the adjoining two neighborhoods...!

I LMAO when they said that with me; then I left their company and said I'll be thinking up my playlist to ADD to theirs!

We had a bizarre and unusually 'good vibes' day that evening to day of the Cappy Moon first, although my BODY suffered hardship. It knew it was for the overall good... I play with "good sportsmanship" attitudes~~ always have, always will, to the BEST of my abilities... I'll weep along (privately) for the joy AND the pain, awwwrooooo! It's just really really so hard... when you're sensitive, it takes much tough understanding and tolerance on BOTH sides-- ALL sides.

Actually, the 'main' and highest culprit in my surround-environment has been the ancient compressor on this solid slab of cement (a sound conduction medium, btw-- not dousing.) It's a refrigerator about five feet away from me. (Not allowed to move the computer.) This compressor can shake and make the sound of a suspended Basketball buzzer-horn. It's TIME! Shoot and she scores from across the floor-- swish.

This compressor (and the transformer humming in the other wall nearby) only 'amplify' and enhance the 'incoming music & engine sound-waves' from my outside neighbors. And I really really don't think that the neighbors realize that; it's hard to explain. I keep silent about it. But the landlord/site manager definitely does, and deliberately leaves it-- even with repeated promises that he'd swap it out for another more modern model. We have begged for mercy and pleaded over a span of years-- all for naught. The lease says they can make promises that they don't need to deliver on. So much for honest business practices. (He's sadistic. I'm stuck, for right now. It's abuse. Plain and simple and out-rightly stated. The truth. I take it slowly, one day, one hour, one minute, one moment at a time-- and don't forget to breathe, ah!)

Funny story is that I have ACTUALLY tried to "befriend" these offending sounds over the years. I've sat and had serious chats with my refrig. I've expressed anger, frustration, I've begged and pleaded. I've sung in harmonies around it best I could. I tried my hand at some melodic dictation, trying to map it out on musical manuscript papers. I once had an amazing day when I thought I heard 'aum' coming from it~~ and it's obnoxious sounds turned to pearly effervescence: the music of the spheres! (Oh, the things you do for Love!! ~~ )

Ya know, I've given it so much of my energies my compassions have probably even extended its life! haha See that? I'm such a blessing to this landlord... I've ACTUALLY saved him money!

I used to own a Findhorn book a way long time ago... Still recall the 'labeling' in the picture of drawers in their kitchen: it said something like 'Metal Beings' and 'Wooden Beings'

I DO want to tell you all, how I feel a lot of respect for law enforcement here. (I feel very proud of how hard they've worked to help clean up crime in my area... I am in deep gratitude.)

They know how I've been 'set-up' by people here. I am deeply very grateful and relieved to know in my mind that I'd get priority speed if I ever needed to make an emergency callout... I've "earned" their trust.

It may seem strange for a person to praise the law enforcers... but we've worked hard in the past. Everyone wants the same common thing. I've proven myself worthy over time, and have good character to them. We mutually respect the trust extended and built.

I would NEVER think of calling just 'for nothing'... There is an incredible volume of crime here. My ego is in check. I wouldn't want to do anything to jeopardize anyone's life and safety by a frivolous call. I just want to do my live out my life in peace, harmony, and safety..., and to do my duties well--

My highest priority is to now just to survive my present experience.... It's what I owe to myself, and to the world around me.

In my language there's an expression: hulle moet voel as hulle nie wil hoor nie.

Translated: if they won't listen then they must feel.
This is what you did. You had to give them a taste of their own medicine to get results.

They may be complying within the rules but what about considering others?

At least your problem was solved.

So they are not like they used to be but sometimes sing SUPER loud at 7 something in the morning. It's not often so we try to not get too crazy about it.
Today was funny.
I got up without saying a word, stomped on the floor real hard three times and crawled back in bed like I just got a drink or something. Barbiegirl19 laughed afterwards so then I laughed. I was so nonchalant about it for whatever reason. LOL

Instant silence for the rest of the morning and to this point. Lmao

I like a nice loud sprightly Rossini opera like The Barber of Seville or an opera that goes on forever because the fat lady never gets to sing for hours, like something from Puccini. The folks downstairs may actually like vibrating bass. Wailing and moaning may work better.

Great idea! We don't have opera exactly but close enough. There's always YouTube.

Sooooooooooo.....

Little story.

I came home from work and Barbie kept asking me if I smelled something burning -- "Nope. I don't smell anything." We sit down and eat and watch some TV. She keeps smelling it and eventually, like 30 minutes later I get a whiff of it. I get in the hall and don't really smell it. I only smell it in our place but we didn't burn anything.
So 15 minutes or so later I hear smoke detectors going off. I thought it was the place below us, which it was. I went into the hall and those were going off. It wasn't smoky though. I went walking floor to floor and the one below us, I opened the door and WOO... smoke everywhere! It was really thick! It smelled like burnt food. I don't know why, but I hesitated for just a bit (like 30 seconds) to call, but I thought, "Well, that's what these detectors are for. That's the right thing to do and I don't know what's going on behind these apt doors. Could be anything." So I called.
Police and fire trucks pull up. We believe it's the neighbors below us. When we're outside, another neighbor told us that she saw the one below us open the door and then shut it. Then when the fire trucks pull up the neighbors below us turn their lights out. Like, "Oh we're asleep now."
Pretty minor overall. They aired out the building, went into that apt and investigated.
Just as we're coming back inside this younger guy who works for the property management comes up. Man I'm telling you he was on the hunt and in a hurry. You'd have thought his mom was hurt in here or something. He ran up, "What floor?!?! What floor?!?!". We told him. Then, "Which one?!? What apartment?!?" We told him and he was 2-3 stepping it down the steps.

Anyway... I can only imagine that those neighbors are going to get evicted. Two police calls for noise which is disputable (not for the loud music but she twice threw the BIGGEST fit... it was insane. Like she was getting beat) now... a fire call that is not disputable.
Kind of feel bad but then I don't. You have to be good, responsible neighbors.

That's just the way it is when you live in apartment. Atleast from my experience its always that way. Why don't you just rent a house? You could probably find a good deal and wouldn't have to deal with that stuff.

My neighbors did this to each other one night. One house blasting mariachis. Then the house across the street started blasting rap and for a straight..and VERY VERY LONG maybe 20 minutes (?) maybe more, it was BOTH blaring so god-damned loud. Both at the same time! They were both throwing house parties. And they both wanted loud music. And they were both playing the loud music outside. Anyway the hispanics /finally/ won out, and their music stayed for a few hours more.

Longest night in recent memory, that's for sure. I would say I'm used to it because my parents had loud parties practically every weekend, but that's just me.
No one around here calls the cops after 10pm cos no one wants to be a party pooper and make things weird, so we each usually let whomever do whatever unless it's just, blatantly wrong.

But, yea, the house that used to blast rap/hip hop/soul/rnb every weekend, stopped. They still have people gather as often as before, they still play their music, but not as often.

The house that blasts mariachis, or sentimental type Spanish stuff. I don't know what the heck is going on there? They have a microphone set out in their backyard, the guy gets on there and introduces the next song, and does his little speeches about this and that. There are /loads/ of couples coming over to dance for hours every Saturday night without fail. Their backyard is packed. I don't know if he works at a radio station or what, but they've finagled something funky there. I can hear it in my place easy even with the windows closed, and I'm 2 doors down. Not way far away but not right next door either.

So, maybe a Music War sometimes is in order? Not that it's mature or anything ..

For a more practical solution there are noise pollution ear/headphones.

It's really not that bad. It's a nice area and we had nice talks with our other neighbors. We just have these one weirdos downstairs.

The problem with renting a house is that it's a college town. The available houses, if there actually are any, are crazy expensive and also closer to the University with a bunch of partying nutbags.

It's OK, I'm going to snowball my debt and get a house. Paid off my student loans last month so I'm just applying that to the next thing to be paid off. Which will be before the end of the year.

I can't get over this chick though. Idk how she just thought it was all going to go away. She was coughing and all that but turned out the lights...? lol

That reminds me of my obnoxious neighbors who lived above me a few years ago before I moved. So they were a few guys around my age, so I am very realistic about partying, noise, and other general f@ckery that takes place.

So these guys were being loud and obnoxious as usual, typical for a party they were having. However, it was a Sunday night. SUNDAY! I swear to god these guys partied every night that summer. I mean, do you guys not have a job or any obligations to worry about????

Anyways, I got fed up and started throwing stuff up at the walls and blasting music. All of a sudden their music stopped and they started yelling 'who does this guy think he is,' 'we are gonna show him whose boss,' etc. So they all leave the apartment and start heading downstairs to my apartment.

HEHHEHHEHEHEH. The best part:

So the guys start getting rowdy and pumped to prepare for telling the guy below them off or whatever. So one of them pounds on the door and I am just cackling because I know the second I open the door it is going to be glorious..

I open the door and I've never seen such a bunch of tough, macho men turn into quaint gentleman sooo fast. They first got real quiet and started apologizing for being too loud and inconsiderate.

Even better: they asked me to party with them. lolololol. I politely declined but let me tell you if I needed alcohol they would give it to me for free. I didn't have any issues with them the rest of the summer.

That is amazing!
Also proof of how dumb (and predictably dumb) guys can be.
I enjoy laughing at them regularly.
Many times when an attractive woman passes I'll watch the guys watch her. It's hilarious.

Plus, what a bunch of panzies. How many guys to go confront one? Jeez

She was coughing and all that but turned out the lights...? lol

Well from what I have experienced noise is always going to be an issue when you live in apartments. You are going to hear everything: neighbors fight, sex, music, parties, music, and even just them moving around on a day to day basis. It drove me nuts.. That's why I would much rather live in a house any day. And atleast where I live there isn't much of a price difference between a decent rental house and an apartment. So I would never live in apartments again unless I absolutely had to.

^ Believe me, we can't wait until we own a house. My mom rents a house were I'm from and although the rents very reasonable everything else is killing her. She pays atleast 1500 a month in total(rent and bills) on just the house alone and she will never own it. It's crazy. I'd much rather get all the ducks in a row first and then go buy a house.

That's crazy that she pays that much in rent. Here where I live you can rent a nice home for 700 to 800 dollars less than that. I rent a 3 bedroom house in a subdivision and only pay 550 a month. And its in a nice area too. I still say that East Tennessee is the nicest place in the country to live. I think that's why people are moving here in swarms.
