They come across as motherly/familiar and non-threatening. These relationships always start with the Cancer girl being extra emotionally supportive and showing a lot of affection towards the Scorpio guy. They are often long lasting relationships, because of the mutual love and trust that is built gradually.
So imo - it's not about you making a romantic move (asking him to date you), which could be interpreted as purely sexual.
But it *is* about you being affectionate, a true friend, trustworthy - and *there* for him.
If you seem disinterested... or childish/girly (rather than womanly), he won't have a reason to make a move.
And if you seem extra Scorpionic yourself (just like he is) - and hyper-sexual... then he will instantly think: "Yay! awesome casual sex.. Here I come!" - but it's unlikely to be serious or last.
I'm not a cancer moon, but a virgo moon? I know it's not as emotional as cancer but still a very responsible, caring, nuturung moon but in a less emotional, dramatic manipulative way. My moon is unaspected in my 12th, so I'm very sensitive and empathetic to others I just don't let emotions rule me, it doesn't mean I don't feel very deeply though. I'm not sure if that's good or bad fora scorpio.

Even with all that....maneuvering around scorpios test and how they are not your typical guy, inability to play this game in a typical way, is hard.
I have a lot of scorpio ways about me. I'm not going to put myself out there sexually unless I know it's what I want, for more than just sex.
I'm very passionate and sexual but with very few. I've been looking for the person I'll die with and happily be faithful to for life.
It's hard finding that, my ways are to intense for most ppl...and unfortunately that's where I start and only get deeper. I think that's the Pluto in me?
Is that going to be to much scorpio intensity like you said, an issue for another scorpio, or would it be something they are looking for?
