Would having Venus trine Midheaven in the natal chart indicate the possibility of meeting partners thru work and careers?

Not sure about this but it's possible if you have your 7th ruler in 10th house. You may meet at work, through work or end up working together.

We all experience this via progressions and transits ... which Robert Hand (in Planets in Transit) describes as "a time when you feel very affectionate and have a great need to express your affection for others. You want to give and receive love. Usually this is a very pleasant transit, because you are pleasant to be around. Others can sense how good you feel about them, which makes them feel good in return".

And, having a 1st house natal Venus at 22Libra44 and MC at 29Gemini56, I can confirm that the above describes how workplace colleagues perceived me.

So, this aspect could indeed attract colleagues who become partners. ... However, as in my own case, other factors/aspects in the natal chart (of both the self and other) might make that unlikely.

To illustrate ... the thread at http://www.linda-goodman.com/ubb/Forum34/HTML/002333.html is an example of how my own Venus can make a 10th house enemy rather than a friend/potential partner.

You also have to check what's going on with the 2nd, 6th and 10th houses as well as with their rulers.

What if Venus is in the 7th house? Does the make a difference?

When in 1st house, the Venus values are seen by others in the self. ... When in 7th house, the self sees those Venus values in others.

So ... others like what they see in a Venus 1st house person, and the Venus in 7th house person likes what he/she sees in others.

However ... in the example thread that I linked to earlier ... my Venus in harmony-seeking Libra/1st used its trine-MC talent to "helpfully" illuminate the Pluto qualities in both the self and other. ... And the other did NOT like what she saw in that "Pluto in Leo/11th house" me - which resulted in my Venus being perceived by her as "obsequiousness". ... http://www.thefreedictionary.com/obsequiousness
