Yes, but it's sketchy at best. For Timing, nothing can beat Astrology, if you have a correctly timed (and/or rectified) horoscope to work with.

Also, I try to get an idea of a season based on the pictures in the cards. Does it look warm and sunny? Brisk and Fall or Winter-like? Are there lots of fresh blooms? That sort of thing is often a general indicator. Then see what signs correspond to those cards. All are guides.
In terms of time, again.. if there are alot of a particular number cards (Aces thru 10's) then that number of days/weeks/months, whichever might be appropriate in the context of the question.
I have had readings where my predictions did not happen for 2 years. So do not buy into anyone saying that the spread of the cards is only good for a certain amount of time, that would be nonsense. (Some people say that a spread is only good for 3 -6 months)
As always I say, go with your intuition, let the cards (and common sense) be your guides, and if you need accurate timing.. then I'd say look at the Natal Chart and its progressions, transits and/or directions.
