Go to Astro.com, enter chart info and and select it from drop down menu. Then see where, for example, Venus falls - where you find beauty, love, or Jupiter - where opportunities are found easily etc.

I am sure, your brother will live in abroad. There is Sagittarius and Jupiter in the 9th.
Ruler of 4th in 9th shows the same.
Opposite is if ruler of 9th in 4th is: person should stay in home country.

What is for him overseas?

Thank you for my 4th quadrant.
I feel since long time that fate plays great role in my life. I can do and try whatever I will: the life has its way and doesn't hear, what I want.

In your case is also Juno in 3rd house:
Beside good communication with the partner, he can also be somewhere very close to you.

NN in the 9th means also help from foreigners. As you live in the country where are enough foreign tourists, there is no problem for you to stay there, where you are.

I have tried to do my Birth Chart for GMT time: it is much worse than here, where I was born. Here is my Venus, ruler of 8th in 8th and at least there is no danger for 8th house. Somebody said: with Venus there it will be peaceful death.

All that doesn't mean: I am lucky here.

We had here very good astrologer (in B., ex capital) who told his clients where to go to find the job; to find love; better health and so on. He was right even if he told somebody to go to Centre of Africa.
I loved to read his Astro stories.

Astro cartography doesn't help me a lot: I don't want to leave Europe and here are all countries almost the same. I would leave to the South West Europe, only.
