The Leo overrides everything else because it's the sun. Having a Leo sun is a different destiny than having Virgo. So, your Leo sun could run something better than a Virgo just because you have the basic characteristics and destiny of Leo and it's not to serve, it's to be served. Virgo sun is more servant energy.

I think a combination of 9, 10 and 11th house. 9th house for the idealism, the "greatest goal", being able to see how goals will manifest in long term… It's the same with sag leaders, maybe you will think their ideas are "too wide" but they are able to hold all the details together and form a big picture… that is necessary when talking about big solutions and problems and being able to make the right decisions for long therm… then 10th house for having great contact with the public and actually listen, because they care so much for their reputation… they would never act drastically, they want to make the RIGHT decision. They think deep and people listen to them, they are great authorities and often they are as fair as a libra can be, right? I think so at least…
These people are very WISE, like a capricorn can be. And people will listen to them after a while, because they are just right the most of the time.
Then I think 11th house is the friendly house. They want to gather groups, are very social orientated and make sure everyone has been heard. Like Aquas. BUT a good potion of 1st house wouldn't mind… it takes some action to be a leader, and 1st house people aren't afraid of making the action that is needed. They are brave people, and others will look at them with respect, because they seriously mean it, they are strong, both physically and mentally. It's arieees the first of the signs, the ram.
