Leos can be gigantic babies and quite petulant.
Scorpios will do it if they want to make a point with it or if they think it's the appropriate punishment.

Cancers maybe? I could imagine them doing it if they're very moody or want you to figure out on your own what you did wrong. Though my mom does it rarely and out of anger, to make a point.

ETA: Actually emotional punishment/big freeze screams Scorpio. With big, neon letters.

I understand that sometimes people get really heated, and they may take a break to avoid losing their temper, but that is different than the silent treatment. That's a time out to collect their composure, and it's not used to manipulate the other person. The silent treatment is a passive aggressive manipulation tactic to try to get the upper hand.

I will say that as a Scorpio heavy person I will totally ice someone out forever, and not look back. If I feel used, lied to or taken advantage of by someone, they will cease to exist to me. They are literally dead to me. This is after I explain to them exactly why I refuse to have them in my life anymore. I've actually done this to a lot of people, including family members, friends and ex's. They usually think it will blow over, but the permanent ice out is Scorpio territory. There's no coming back from that. I don't do it to be mean. I do this when a person is toxic and is not making any effort to change, so I cut ties with them to avoid any future issues. It's not a manipulative tactic, it's a defense mechanism to protect myself from them.
