I'd like to further explain my disposition. If it's a couple having sex somewhere in a public place- and that can mean many different kinds of places- from a dark alley to the staircase, to...and I personally think that, if they don't wish to be seen, but they can't help it (which I can totally relate to!), then I would not categorize this as "exhibitionism". However, IF the couple, or trio, or whatever, intend to be spotted, to be watched...then to me, that is, at least, very close to exhibitionism, if not something else.

As for public masturbation...if one wants to be seen and be watched...it is exhibitionism.
