I will try to give you two side of a coin:

- First side: Aquarius female get bullied

Speaking from an Aquarius female who had been through bullied for years, I often got bullied from sensitive people who thought I did insult them while I didn't even know them/talk to them/be friend with them or they thought I was a threat to their social circle or they thought I was too alien from the rest of the people. I was an easy target because I seem quiet, private, aloof and different from others and it was really easy to spread rumors/gossip about me because they couldn't get any information from me/hard to be close with and I tend to walk away. I make closest and best friends with another Aqua, Aries, Libra, Gemini and Capricorn, but often their charts are strong with Air and Fire, or sometimes one/two Earth. Surprisingly, no water. But I attract male with water influence.

- Second side: Aquarius female bully others

My childhood friend is also an Aquarius female, but we grew apart and I heard she bullied others at school by making fun. She almost bullied me too in childhood but her friend was ruder (using dirty words/spread bad rumors) than her (only making fun). She made fun of me when, yeah, I thought I was being stupid and ugly too at that time so I fixed it and didn't think it was harmful. Yes, she is totally a different person than me. She is wild, frontal, and making fun of others is like a humor for her. She was popular for being rude and bullied others at school. One time when she tried to making fun of something stupid especially people, I told her that for some people her behavior was too rude but she saw it as an honest opinion. She is insensitive but if you tell her that it hurts, she will most likely will give you a reasonable reason and watch she tries to process it in her mind. It's a different story if you are her enemy.

Growing up though I see that she's really miserable, and as mean as she was and is I still feel bad for her and have love for her. I don't know what it is that made her that way but I can only imagine it must've been something horrible.

I am extremely sarcastic so it's possible that people have taken my sarcasm as being mean but no one has told me if that's come off that way or not.

I've actually stood up to bullies multiple times in my life for other people because I can't stand people that pick on others for their differences.

Aquarian's are very accepting of others differences and views so it's hard for me to believe that some see aquawomen as 'bullies'. All aquawomen I've ever met are very sweet and loving once you get to know them but do come off as cold when first meeting them.

two of these girls i am still friends with today. in fact to this day they remain my two closest. they are the humanitarian right, so while controversial and sometimes catty, they're trying to help. they want to better people and society and lack diplomacy but the point is they are not ill intentioned or uncaring. they probably care more than a lot of people. these are "strong personality" type people. one of the friends im talking about does not fit the negative stereotype often enough to be labeled. she is soft spoken, graceful, dreamy, and inspired. I'll look at her chart later and post her moon if I get a chance... i think we have trines and such with neptune, pluto, etc. she might be on the cusp of cap/aqua actually.
