The issue is not how he feels about you. The issue is how you feel about him. If you are involved in another relationship, it is normal to sometimes be attracted to other people. However, it is not appropriate (unless you are in a mutually agreed upon polyamorous relationship) to act upon that attraction.

The first thing you need to do is figure out whether you wish to be committed to your current partner. If the answer is yes, then your question is moot.

I think I understand him a bit. If he's anything like me, and he must be, then he is probably attracted to you and wants to be honest about it but KNOWS it's inappropriate and doesn't want to do "the wrong thing" (Venus trine Saturn)...hence, the mixed signals.

He is a Capricorn sun and you are a Virgo sun and you can just expect that he genuinely admires you, there is no "game" to that. Plus his Juno is conjunct your sun, while your Juno and Ceres are conjunct his moon-Neptune (on the composite NN-Eros, no less.)

His sun on your NN is a lure. Composite sun-Venus exact speaks for itself.

There is definitely going to be some psychic resonance with his moon-Neptune squaring your Pisces moon, on your sun-moon MP.

Sexual tension could be his Mars trine your Venus, square your sun and moon. (Basically, his Mars is hitting most of your personal planets) while your Mars is trine his sun. Composite Mars in a grand trine with Pluto and the moon.

No, Venus and Mars are not near or in either ASC in the synastry chart.

You two have powerful synastry, so I can see why it would make you want to tread carefully. Sort of like, this could be all or nothing? So you put the effort in to keep it at nothing.

His Mars hitting your sun and moon might feel exciting but also aggravating, and it could get more aggravating as time went on. On the other hand...astrology can only go so far with predictions. Every couple has some squares.

Have you checked the progressed composite with transits? That helps sort things out. Maybe in the progressed composite you have a really intense chemistry NOW, activated by transits...which could fade on its own, in time.

You two have this impressive yod in your progressed composite: You have Taurus Mars sextile a Cancer moon, both quincunx a Sag sun, which is loosely conjunct Venus.

ETA: Actually the sun is exactly conjunct Mercury, too...I missed it, thinking there was just one.

Pholus is transiting exactly conjunct that sun and Mercury, and to me that is a big source of your tension. Pholus just *ignites* things. Especially when it is conjunct the apex of a yod! So here it is "igniting" your progressed composite sun and Mercury, or the whole idea of a relationship between the two of you. He is feeling it, too.

Here's a bit about Pholus...sounds weird to blame so much on an asteroid but I have seen it time and time again:
